David Parnigoni

Vice President - Program Management


Dave has over forty years of construction experience serving in a variety of positions on a wide array of projects. His early career was primarily spent in Silicon Valley with Koll Construction and others - building for many of today’s tech giants such as; Sony, Intel, Hitachi and Applied Materials. After spending fourteen subsequent years at Swinerton Builders in San Francisco working on many notable projects, Dave took his most recent position with Yale University seven years ago to serve as its Director of Project Management and Construction, where he had responsibility for all construction campus-wide inclusive of both a rolling stock of over two hundred Capital Maintenance Projects at any one time, as well as a billion dollars in Major Capital Projects of which the New Residential Colleges ($600M) was just one brought forward during his tenure at Yale.

Dave’s extensive executive-level exposure to Planning and Program Management as both a Contractor and an Owner has given him a unique and sage perspective on how best to set Projects on a path for success.

In an effort to contribute to his community, Dave is also currently serving a three-year term as a Planning Commissioner for the City of Orinda, CA, where he lives with his wife, Ann.

Ann Parnigoni

Vice President - Risk Services

With over thirty years of broad experience in Development and Construction, Ann’s focus is on the various Risk Advisory Services offered by Clerestory Construction Consulting. Having been both a Project Manager and Territory Commercial Director for AMEC Construction Management, while also holding the Contractor’s License for AMEC in California, Ann’s training in the nuances of Total Risk Management (TRM) through AMEC’s parent company in London enabled her to leverage her legacy skills to rise to the position of North American Resident Expert for Risk within the organization. In addition to her other responsibilities, Ann provided leadership in the development of strategies for ongoing Claims and their resolution inclusive of arbitration, mediation, depositions and testimony at trial as an expert witness.

Ann subsequently served as Director of Construction Risk Management at Westfield Corporation, where she developed their Risk Services Program, standardized their Contracting and Insurance Policies and Procedures and developed standard protocols for Project Risk Assessment and lessons-learned.

Ann’s most recent experience began as a Consultant and eventually an Employee with Yale University in New Haven, CT as their Director of Capital Risk Management, where among her many other Risk-related responsibilities, she led the effort to restructure the Yale OCIP Program, which effort began with a comprehensive Feasibility Study, but ultimately led to the full implementation of their billion-dollar OCIP-III which included several new and complementary Yale Policies regarding drug-testing and background checks to be required for many of their construction vendors.
